Eligibility question: can 2020 applicants re-apply this year?

26:35
Is there a directory or roadmap to help us find our state lead and their SCORP?

27:42
Yay! Belle Isle is our Detroit gem and we are proud to be part of it here at the Belle Isle Conservancy. Thank you for the support!

28:18
Could you define what "recreation" is and what it entails within these programs?

29:58
I. Will this PowerPoint presentation be available to participants following the webinar?

31:18
Are the sponsors government agencies, such as state, county or city? We are a 501c3. Thanks.

31:31
Yes, I see that, there is one in the Q&A function. I will make sure we get to as many questions.

31:44
Can you kindly send copies of the presentation when it’s completed to us. Could you also please add links to the grants in the chat - thank you!

32:44

36:10
Could the speaker please speak up?

36:14
Can nonprofits that partner with local governments receive the funds as a sub-grant?

36:25
Much appreciated

37:11
can you add that link to the chat please

37:33
The census information is available here: https://www.census.gov/programs-surveys/geography/guidance/geo-areas/urban-rural/2010-urban-rural.html

37:38
thanks

38:07
Our city was had a population of 49,900 and we remained an entitlement community. Would we qualify for this grant?

38:28
Thank you.

39:18
Hello! Are there any requirements which dictate how long the state agencies must have the application window open?

39:43
Do cities have to go through their state designee or can they apply directly?

39:46
Hello, does that mean multiple cities can partner together for one individual project if those cities individually do not meet the 50,000 number?

41:17
Cities must go through the state designee.

41:35
The census information is very difficult to use and not clear if our city counts or not.

43:27
Is the pre-application due Sep 24th or the Final ?

43:33
Steve, this website has maps that may be more helpful. https://www.census.gov/geographies/reference-maps/2010/geo/2010-census-urban-areas.html

43:48
Elisabeth mentioned a park can only receive LWCF funding twice. Is that specific to ORLP or also for Stateside/Formula funding? For example, a park acquired in the 1970's with LWCF, developed in the 80's with LWCF... could they apply in 2022 for Stateside development to rehabilitate or increase outdoor facilities?

44:01
Pre-Application is due Sept. 24.

45:10
Can you share about procurement process? I'm assuming it is like LWCF. How can we be detailed on budget when we must go out to bid upon award notification?

46:11
is it allowed to use another private grant as matching funds, or do the entire matching funds have to be available in current year CIP?

47:27
Thank you, that was much more helpful.

48:54
If the particular area you are targeting for funding is already an LWCF property, is it still eligible for this grant?

55:45
Is there a criterion that measures how they are planning to avoid displacement of current residents - under the appropriatesness of project or community involvement?

59:17
Can you define "shovel ready"? We are looking at an adaptive repurposing of closed landfill for parks use. Project is in final stages of master planning but at least 1-2 years minimum from start with agency environmental review, approvals, etc. Would you advise waiting for next grant cycle?

01:00:26
Will projects that are currently under construction at time of application qualify?

01:01:33
How do we find out State's lead agency (for NY) and decline for prelimary application deadline

01:02:44
Can we use federal american recovery act funds to match these funds?

01:02:54
Do you have to have a current 5 year master plan on file with the DNR. I just came into a position that has the master plan 4 years out of date. I will have it submitted this October.

01:03:00
Can a sponsor apply for an LWCF stateside grant and an ORLP grant for 2 different projects but at the same park?

01:03:37
Not being about to design ahead of time makes the process more difficult. Have you considered allowing projects to choose their vendors before the grant application?

01:06:10
So, you mentioned that projects must be shovel ready and that detailed and accurate cost estimates are needed. But then the grant awards won't be until April, and funds aren't disbursed until October 2022. Are prior expenditures accrued eligible if an application is ultimately approved?

01:06:17
I have another meeting to attend, so I have to leave. Thank you for a great presentation. We are looking forward to this funding opportunity.

01:07:05

01:07:36

01:07:39
Are you able to answer any unanswered questions and email a response to everyone?

01:07:50
